HEAT the olive oil in a Dutch oven or tall-sided skillet over medium heat. Cook the onion and carrots until the onions are translucent and soft, stirring occasionally, about 5-8 minutes.
ADD the sausage and ground beef and cook, stirring occasionally and breaking up any large chunks, until the meat is browned, about 8-10 minutes.
ADD the spices and milk. Simmer, stirring occasionally, until the milk has cooked down and the meat looks dry, about 20 minutes. Add the wine and simmer, stirring occasionally, until the wine has cooked down and the meat looks dry, about 20 minutes.
ADD the tomatoes and simmer for at least 1 1/2 hours and up to 3 1/2 hours, adding small amounts of water occasionally if the mixture looks dry. When the sauce is done, add salt and pepper to taste.
